And not a moment too soon.<\/p>\n<p><strong>Why it matters:<\/strong>\u00a0Surges in COVID-19 infections have pushed state and local governments to increase restrictions on business and social activities, hindering the economic recovery.<\/p>\n<p><strong>Small businesses<\/strong>\u00a0who have struggled for months need more support, according to\u00a0<a title=\"Census data\" href=\"https:\/\/portal.census.gov\/pulse\/data\/\" data-linkto=\"https:\/\/\">Census data<\/a>:<\/p>\n<ul>\n<li>In November, more small businesses reduced employment (12.2%) than increased it (4.3%)<\/li>\n<li>38% of them saw a drop in revenue<\/li>\n<li>Nearly all the small businesses that received it have exhausted their Paycheck Protection Program funding<\/li>\n<li>Over 26% expect\u00a0to need additional financial help in the next six months<\/li>\n<\/ul>\n<p><strong>Individual Americans<\/strong>\u00a0are also feeling the financial stress and need help:<\/p>\n<ul>\n<li>On December 26, 12 million Americans will lose their unemployment benefits.<\/li>\n<li>Over 30% expect to\u00a0<a title=\"lose employment income\" href=\"https:\/\/www.census.gov\/data-tools\/demo\/hhp\/#\/?measures=FJR\" data-linkto=\"https:\/\/\">lose employment income<\/a>\u00a0in the next month<\/li>\n<li>Nearly 8% are either\u00a0<a title=\"not current on their rent or mortgage\" href=\"https:\/\/www.census.gov\/data-tools\/demo\/hhp\/#\/?measures=HIR\" data-linkto=\"https:\/\/\">not current on their rent or mortgage<\/a>\u00a0or have little confidence they can make next month\u2019s payment<\/li>\n<\/ul>\n<p>Even with vaccines on their way, our economy will be in a precarious position for months to come. We expect Washington to take action to support American families and businesses through this difficult time.<\/p>\n<p><strong>What happened:<\/strong>\u00a0This week, a bipartisan group of House and Senate members released an outline that could break the partisan gridlock that has prevented long-overdue pandemic relief.<\/p>\n<p>Between this effort and the recent revisions to the Senate Republican proposal\u2014which maintains critical elements especially with respect to liability protection\u2013we believe there is an opportunity for Republicans and Democrats to negotiate a bill that can become law.<\/p>\n<p><strong>Bottom line:<\/strong>\u00a0While it is critical that lawmakers get the details right, time is of the essence.
