{"id":36242,"date":"2020-12-03T16:46:35","date_gmt":"2020-12-03T16:46:35","guid":{"rendered":"https:\/\/www.vailvalleypartnership.com\/?p=36242"},"modified":"2020-12-09T03:55:57","modified_gmt":"2020-12-09T03:55:57","slug":"colorado-special-session-covid-business-relief","status":"publish","type":"post","link":"https:\/\/www.vailvalleypartnership.com\/2020\/12\/colorado-special-session-covid-business-relief\/","title":{"rendered":"Colorado Special Session: COVID Business Relief"},"content":{"rendered":"<p>After three days of legislative work, the Colorado General Assembly has adjourned the 2020 special session. \u00a0While 35 bills were introduced on Monday, only\u00a010\u00a0were passed and sent to the Governor for his signature. \u00a0Seven key policy issues were the focus of the Governor\u2019s call of the special session: small business relief; child care support; housing and direct rental assistance; increasing broadband access for P-12; food insecurity; utilities assistance; and public health response. \u00a0Below is more information and links to the bills that were adopted.<\/p>\n<p>Certain businesses are in line for relief as a result of the special session. Specifically, bars, wineries, breweries, restaurants and mobile food services will be able to retain sales tax. Additionally, child care providers and industries that have faced severe capacity restrictions, such as gyms, movie theaters, entertainment venues and restaurants, will receive some direct assistance.<\/p>\n<ul>\n<li>HB20B-1001\u00a0\u2014 Grants to Improve Internet Access in P-12 Education \u00a0\u2014 \u00a0The bill creates the Colorado Students Grant Program to provide $20M in grants to local education providers to use in providing broadband services and other technology for increased access for students, educators and other staff. \u00a0<a href=\"https:\/\/url.emailprotection.link\/?bAe35HYZw201KitgilR5YzcoJmve2U6BSAF1zXGUUdNviZlVdDAGII1zk-8xpVe-rPtZpfADon2p9gVDC76TOzdspVKpE2-JzFMnP9R1SSPxLYgKMkl9lVkehM1ozIoGd\">http:\/\/leg.colorado.gov\/bills\/hb20b-1001<\/a><\/li>\n<li>HB20B-1002\u00a0\u2014 Emergency Relief for Child Care Sector \u2014 \u00a0The bill creates two grant programs to support child care in the state and appropriates $45M for these programs.\u00a0<a Food Pantry Assistance Grant Program \u2014 \u00a0The bill makes changes to the Food Pantry Assistance Grant Program and appropriates $5M for the program.\u00a0<a href=\"https:\/\/url.emailprotection.link\/?bj8-16qCvRUhigzegAI5EJ_acdheU1f3dfUpla0lgzhHZ8CnifRX3OXyhiW2yI0L3RhT_gJJzuoqgN2AT671lq8KpyIq2gRiFZn4nKOg36cope1waLFz4b7LwnwKJ_CYb\">http:\/\/leg.colorado.gov\/bills\/hb20b-1003<\/a><\/li>\n<li>HB20B-1004\u00a0\u2014 Qualified Retailer Retain Sales Tax For Assistance \u2014 \u00a0The bill allows qualifying retailers to temporarily deduct up to $70,000 in net taxable sales from their monthly state sales tax return and retain the resulting sales tax revenue for sales made in November and December 2020 and in January and February 2021. \u00a0This bill applies to retailers in the alcoholic beverages drinking places industry, the restaurant and other eating places industry, and the mobile food services industry. \u00a0<a Local Authority to Impose Food Delivery Fee Restrictions \u2014 \u00a0The bill allows municipalities and counties to limit the fee that a third-party food delivery service may charge to a retail food establishment and place other restrictions on delivery services.\u00a0<a href=\"https:\/\/url.emailprotection.link\/?bVz-rJqfApJPfWJ8fIkmv20vbd10MS7PQGtghKOJUvvZrBxcagSNYt9LW1rybsKjMJEGMoA4P7VOXeb9wVomC_YulkJimo9EKk4N7sfNK2VCqp2LyyvjTyLSeD91a8fL1\">http:\/\/leg.colorado.gov\/bills\/hb20b-1005<\/a><\/li>\n<li>HB20B-1006\u00a0\u2014 Insurance Premium Tax Payments and Credits \u2014 \u00a0The bill makes changes to how insurance premium estimated taxes are paid, including adjusting how calendar quarter estimates are calculated and allowing each calendar quarterly estimate payment to include adjustments for any previous calendar quarter estimates of taxes including tax credits. \u00a0<a COVID-19 Relief Small and Minority Business Arts Organizations \u2014 \u00a0The bill provides relief to small businesses, arts and cultural organizations, and minority-owned businesses. \u00a0It appropriates $57.1M for these purposes. \u00a0<a bill payment assistance \u00a0to low-income households.\u00a0<a
