They join in support of the lawsuits filed by the U.S. Chamber of Commerce, the National Association of Manufacturers, the National Retail Federation, TechNet and others in two cases, NAM v DHS and Gomez v Trump, that stated that the actions by the Trump Administration are \u201cinflicting severe economic harm.\u201d<\/p>\n<p>The brief outlines how the drastic cuts to legal immigration enacted by the Trump Administration will exacerbate the severe economic impacts of COVID-19 felt by communities across the country. Suspending these vital immigration programs would particularly do long-term damage to the U.S. economy by shrinking GDP, hurting middle class workers and denying American families the opportunity to reunite with their loving parents and children.<\/p>\n<p>According to the Administration\u2019s own estimates, <a href=\"https:\/\/www.washingtonpost.com\/immigration\/trump-immigration-workers-coronavirus\/2020\/06\/22\/3b969e88-b489-11ea-9b0f-c797548c1154_story.html\" target=\"_blank\" rel=\"noopener noreferrer\">the President\u2019s actions will prevent over half a million work-authorized individuals from coming to the United States by year\u2019s end<\/a>, hurting economic recovery for U.S. businesses. Experts also <a href=\"https:\/\/www.employmentlawinsights.com\/2020\/07\/trumps-latest-immigration-ban-already-drawing-business-groups-fire\/\" target=\"_blank\" rel=\"noopener noreferrer\">estimate the proclamation will prevent roughly 20,000 employers from filling positions<\/a> during that same period, jeopardizing key industries from food supply to healthcare and transportation.<\/p>\n<p><strong>Todd Schulte, President, FWD.us<\/strong>: \u201cSlashing legal immigration avenues will inflict serious long-term damage to our economic stability, recovery and growth, particularly as the U.S. economy attempts to rebuild from the devastation of the COVID-19 crisis. The future of our nation\u2019s economic security and growth stems from the contributions of hardworking immigrants \u2014 not from scapegoating the very population that for centuries has been a cornerstone of our country\u2019s economic engine.\u201d<\/p>\n<p><strong>Background<\/strong><\/p>\n<p><strong>The Policy<\/strong><br \/>\nOn June 22, 2020, President Trump signed a proclamation that suspends\u2014through the end of the year and as long thereafter as he deems \u201cnecessary\u201d\u2014issuance of new nonimmigrant visas in large swaths of the country\u2019s legal immigration system, including the H-1B, H-2B, J, and L non-immigrant visa programs. The stated ground for the suspension is that entry of nonimmigrant workers is \u201cdetrimental to the interests of the United States\u201d given \u201ceconomic disruptions caused by the COVID-19 outbreak\u201d and a purported lack of \u201calternative means to protect unemployed Americans from the threat of competition for scarce jobs.\u201d According to the Administration\u2019s own estimates, the President\u2019s actions will prevent over half a million work-authorized individuals from coming to the United States by year\u2019s end. And experts estimate the proclamation will prevent roughly 20,000 employers from filling positions during that same period.<\/p>\n<p><strong>The Lawsuits<\/strong><br \/>\nA diverse set of parties\u2014including the U.S. Chamber of Commerce, the National Association of Manufacturers, the National Retail Federation, and many affected businesses and individuals\u2014have recently filed suit in California and D.C. federal courts to challenge the President\u2019s unilateral action. The parties allege the proclamation contravenes several provisions of the Immigration and Nationality Act, violates the Administrative Procedure Act, and violates the Constitution\u2019s separation of powers and Due Process Clause.<\/p>\n<p><strong>The Amicus Brief<\/strong><br \/>\nThe brief on behalf of leading companies and business associations will focus on the real-world impact of suspending these vital immigration programs, highlighting the harms posed to the business community and the economy more broadly, and ultimately rebutting the faulty premise that these immigration avenues and
