{"id":14585,"date":"2016-11-10T20:26:07","date_gmt":"2016-11-10T20:26:07","guid":{"rendered":"https:\/\/www.vailvalleypartnership.com\/?p=14585"},"modified":"2016-11-10T20:26:07","modified_gmt":"2016-11-10T20:26:07","slug":"cdot-announces-road-usage-charge-pilot-research-program","status":"publish","type":"post","link":"https:\/\/www.vailvalleypartnership.com\/2016\/11\/cdot-announces-road-usage-charge-pilot-research-program\/","title":{"rendered":"CDOT Announces Road Usage Charge Pilot Research Program"},"content":{"rendered":"<p>Program Explores Possible Transportation Funding Alternative<\/p>\n<p>The Colorado Department of Transportation (CDOT) has announced the Colorado\u2019s Road Usage Charge Pilot Research Study (RUCPP) website has launched to test whether road usage charging, an approach where instead of paying a tax on how much gas is purchased, drivers pay a fee for how many miles are traveled, could be feasible for Colorado.<\/p>\n<p>\u201cColorado\u2019s population is expected to nearly double by 2040 to 7.8 million residents, bringing more demands for mobility and on our transportation infrastructure,\u201d said Shailen Bhatt, CDOT Executive Director. \u201cA healthy transportation system is the backbone of our state\u2019s economy and way of life. As the state\u2019s transportation funding gap under the current gas tax grows, we need to explore possible funding opportunities, such as road using charging (RUC), to ensure Coloradans the mobility they need to live, work and play.\u201d<\/p>\n<p>To learn why CDOT is exploring the RUCPP \u2013 a pay-by-mile charge, understand what RUC is (and isn\u2019t), receive updates on the status of the pilot, compare a driver\u2019s current gas tax paid with an estimated RUC, visit ruc.codot.gov. The website is also the place to express interest in being a pilot participant.<\/p>\n<p>The pilot will research how a pay-by-mile system compares to current gas tax paid. Research topics include: mileage reporting technologies along with a manual reporting option; how these technologies work in Colorado&#8217;s environment; and, the difference between rural and urban drivers and others. With this pilot, CDOT will gain real world experience about road usage charging as a funding alternative. Approximately 100 Colorado drivers will participate in the pilot study which will begin in late fall and end in spring 2017. The research team will share its findings later in 2017.<\/p>\n<p>CDOT is facing a nearly $1B annual funding gap over the next 25 years and is looking to explore transportation funding alternatives as the gas tax continues to become less reliable over time due decreased purchasing power and more fuel efficient and electric vehicles. This pilot is the first step in an extensive process of evaluating the concept alongside other funding alternatives.<\/p>\n<p>\u201cCDOT is proud to be working with the public, stakeholders, elected officials, community and transportation leaders on the RUC pilot program,\u201d said Tim Kirby, Manager, MPO &amp; Regional Planning Section. \u201cThe Colorado Road Usage Charge Pilot Program will engage a diverse group of drivers, from rural to urban, mountains to plains and cars and trucks to be participants.
